White House expands voluntary AI data-center ratepayer pledge
The White House said more than 200 additional utilities, data-center developers, cooperatives, and states joined its voluntary Ratepayer Protection Pledge on July 23.

What happened
The pledge calls for data-center companies to procure or pay for new power supply and delivery upgrades, using separate rate structures intended to keep specified costs from ordinary households.
The framework was established on March 4. The July announcement expands participation, but does not itself show that the commitments have been enforced or that household electricity bills have fallen.
Why it matters
AI data centers require large amounts of electricity, making decisions about new grid and power costs important for utility customers. The Department of Energy says data centers could account for 11.8% of U.S. electricity use by 2030, with scenarios from 9.5% to 15.3%.
What remains unclear
- The pledge is voluntary and nonbinding. The Associated Press reported that genuine consumer savings remain unclear as electricity demand grows.
- The White House groups several types of participants in its count and does not provide an independently audited roster or a consistent entity-counting method in the event release.
- The expansion does not establish whether individual agreements will cover every relevant system cost, or whether they will reduce bills nationwide.
